No. Streaming from your own PS5 or PS4 works without it. You only need PS Plus Premium to play games from the cloud, without a console.

With a PS5, yes: Tomoshibi connects over the internet without any router settings. This is still experimental. A PS4 only works on your home network.
Not yet, a Windows version is on its way. Until then Tomoshibi runs on Linux, and on the Steam Deck.
It’s made for it: everything works with a controller, the layout fits the Deck’s screen, and one click adds Tomoshibi to your Steam library.
You sign in on Sony’s own page. Your login stays on your computer and is only ever sent to Sony.
